What if the UN intervenes against Russian occupied Tatarstan and liberates Tatarstan?
As there is no If to answer in this question in the present world legal , political and military set up and as a former Iraqi diplomat in Moscow (1988 -1995 ) and author of “Memories and events in Soviet Russia (in Arabic )” , I will opt to give my fellow Quarans some interesting back ground information about Tatarstan bid for independence after the fall of the Soviet Union.
Soviet Russia was a Federal Socialist Republic composed of 21 ethnic republics with majorities of non ethnic Russian inhabitants ( including Tatarstan ) and 48 Russian regions plus Moscow and Leningrad (now Saint Petersburg).
In a bid to undermine the authority of the Soviet President Michael Gorbachev hold on Russia and wrest Russia’s independence from the Soviet Union , the rising politicians Boris Yeltsin went on a marathon trip in the Russian Federation asking politicians and people of the Russian Federation Republics to take as much Independence they can muster .
After the Soviet Union was dissolved Tatarstan and Kalmikia organised referendums and voted for independence . The young President of Kalmekia soon found that he and his very small population cannot live without Russian money , so he organised a double back referendum to remain within the Russia.
Tatarstan rich with oil resources and a center for Russian heavy industry ( Kamaz Trucks and MI series helicopters among others ; yet lying in the center of the Russian east European planes , completely surrounded by Russian republics and regions and had about half of its population ethnic Russians found itself in an awkward position with Independence. Similarly after Boris Yeltsin became President of Russia he found himself in a bizarre situation with an independent country right in his lap . So the two sides opted to negotiate on the basis that Tatarstan and the Russian Federation are two sovereign independent states who agreed to exchange power between themselves where the Russian Federation took he Federal powers it exercises over the other Russian republics and Tatarstan reserved internal powers similar to those of the other Russian Republics .

1- When I heard that Mr. Sabirof the Prime Minister of Tatarstan was in Moscow to negotiate a deal with the Russian Government , I arranged a meting with him through some Russian friends in a bid to learn how they would solve the problem . The Foreign Ministry in Baghdad was furious with the Iraqi Ambassador in Moscow over my overindulgence as a Trade Counselor in political matters , but he stood his ground and told them that I acted with his approval .. Lucky for me .
2 - After President Putin came to power he further reigned in the powers of the republics among these he reserved the use of the word President to the President of the Russia Federations and the use of the word Head to the formerly called Presidents of the Russian republics
